Administrative Data Collection Systems

Education management information system (EMIS)

This working group will leverage efforts to develop harmonized guidance to countries who seek to strengthen their national education management information systems.

The Working group's first area of work will be to ensure faster action to maximize the reporting of indicators derived from administrative data by coordinating producers of administrative data and harmonizing different data sources. A second potential area will be on how to capitalize on technological advances, imputation and estimation.

The key issues related to the availability and use of administrative data are:

  • Data gaps despite data availability in countries.
  • Data discontinuity in time series.
  • Insufficient use of administrative data for disaggregation by student characteristics.
  • Insufficient use of administrative data to collect data on teachers.
  • Disagreements over national and UN population data

Indicator priorities

  • 4.1.3 Gross intake ratio to the last grade (primary education, lower secondary education)
  • 4.1.4 Out of school rate (primary education, lower secondary education, and upper secondary education)
    • This indicator was listed as 4.1.5 prior to 2020
  • 4.2.2 Participation rate in organized learning (one year before the official primary entry age)
  • 4.2.4 Gross early childhood education enrolment ratio in (a) pre-primary education and (b) early childhood education development
